Introduction


 

With the aim of achieving the goals and implementing the policies contained in Clause 10 of Article 20 of the Fifth Development Plan of Iran, and in accordance with the laws, objectives, duties and organizational structure of the Ministry of Science, Research, and Technology (MSRT), Tarbiat Modares University (TMU), has established a university campus in order to provide and expand the necessary foundation for recruiting higher education candidates and promoting diversity in higher education as well as obviating social and academic needs. This has done according to the Guidelines for the Establishment of University Campuses, Permit No. 2,22,178219, Date: 1391.06.06, issued from the Department for Development of Higher Education. Tarbiat Modares University?s position among 750 top universities around the world was investigated, evaluated and ranked on the basis of Leiden Ranking 2015. The CWTS Leiden Ranking 2015 was based on two major criteria of scientific authority and scientific diplomacy and Tarbiat Modares University was ranked 587 and 718 respectively. Moreover, concerning university-industry relationship, TMU was ranked 701. This ranking system was established by analyzing scientific authority and diplomacy for each university over a period of four years. In order to position the universities in 2015 ranking, information related to the studies published in the most prestigious international journals from 2010 to 2013 was analyzed.
Upon obtaining the establishment license issued by the MSRT, TMU campus has been recruiting students for master degree programs from among the qualified graduates of top universities since the second semester of 1391-1392 (2012-2013) academic year. The major aims of these programs include responding to the ever-growing demand for higher education, as well as broadening the scientific knowledge of the committed and trained workforce in the executive bodies of the country. Despite possessing an official license to recruit students for doctoral programs, TMU campus limited its programs only to the masters level in order to maintain the quality. Currently there are 890 students in TMU campus studying in 94 fields.
The juridical personality of the campus is affiliated with the university. Regarding the employment rules and the rules related to financial, trading, educational, research and executive issues, the university campus is subject to all laws, regulations, rules, codes of practice and enactments of the Islamic parliament, as well as the Supreme Council of the Cultural Revolution, the MSRT and the Ministry of Health and Medical Education. According to the law, the university campus is managed autonomously while under the supervision of the universitys board of trustees. Moreover, in accordance with Article 5 of the university campus statute, the university president, the campus council, and the campus chancellor (who is elected from among the universitys eligible faculty members) are considered to be the most important components of the university campus, respectively. Order of appointment of the council and the campus chancellor are issued by the university president.
With the approval of the university campus council, as long as it is viable, all affairs will be integrated with different units of the university, and the university campus will assume a supervisory role while the university acting on behalf of the campus in the following affairs: announcing the number of students to be recruited at the beginning and during the course of education, holding exams, graduation, financial settlement, issuing graduation certificates and educational and research matters. The classes will be held in the university campus; however, if the academic departments request to hold classes out of the campus or use laboratories in places other than the university campus, it is possible to do so. The university campus building (7 storey) is located outside the main site of the university. The useable floor area of the building is 1600 square meter. The building is installed with proper heating and cooling devices as well as necessary equipment for educational activities. The building address is No. 6, Jahan Mehr, Shahid Gomnam Street, Fatemi Square. It is located in the downtown area which makes it easily accessible from different areas of Tehran. The university campus building is equipped with a wireless network system and the classrooms enjoy sophisticated and high-quality educational facilities. All the rooms have easily accessible internet service and starting from 1393-1394 (2014-2015) academic year a central server-client system is also added to the classrooms.
