General

In order to fulfill some of the research tasks in the field of road and transportation engineering as well as to help meet the research needs of the Ministry of Roads and Transportation in the field of road and transportation engineering of the Type 3 Research Unit in the form of a research center / road and transportation engineering institute between the Ministry of Roads and Transportation Tarbiat Modarres University, which is referred to as "Center" in this Constitution, according to the dated ...................... dated ... ............ The Council for the Development of Higher Education shall be established and, in accordance with the provisions of this Constitution, the relevant laws, regulations shall be established and administered.

Article 1- The objectives of the Center are:

  • Development and development of research in the field of road and transportation engineering.
  • Creating a suitable field for the promotion of research activities in the field of road and transportation engineering.
  • Research collaboration with higher education institutions of the country in order to improve the quality of research activities.

Article 2- Tasks

The tasks of the center, which are carried out in the field of road and transportation engineering, are:

  • Research and Identify Research Needs
  • Implementing practical research projects
  • To provide the necessary facilities corresponding to relevant research activities.
  • Conducting scientific and technical consulting services in the field of road and transportation engineering.
  • Procurement of scientific and international conferences in the field of road and transportation engineering.
  • Cooperate in conducting student projects in line with the goals of the Center.
  • Present scientific and international conferences.
  • Publish research results in the form of magazines, books, discs and the like.
  • To undertake the necessary activities in order to apply the results of research carried out at the country level.

Article 3

The center has been approved by the constitution of law and financial independence affiliated with Tarbiat Modaress University under the supervision of the head of the university.

Article 4

The center of activity is at the university.

Article 5- The pillars and structure of the center

Center Arrangers are:
A) Board of Trustees
B) the boss
C) Research Council
Note (1) - The Board of Trustees is the same as the Board of Trustees of the University.

Head of center:

The head of the center, who is the legal representative of the center in the real and legal authorities, is appointed from among the faculty members with the order of the head of the university for a period of four years. His reappointment is possible and continues until his appointment until his appointment is renewed.

The head of the center, which is the legal representative of the center at the real and legal authorities, is appointed by the experts and experts in the field of the proposal of the head of the university and approved by the Ministry of Roads and Urban Development and the decree of the head of the university.

The duties and responsibilities of the chairman:

  • To manage and supervise the affairs of the Center and to supervise the proper implementation of all its activities within the framework of the Statute, the relevant regulations.
  • Organization and center organization proposal based on management center to the university head.
  • Decree of the deputies and directors of the center on the basis of the approved organization
  • Propose the appointment and dismissal of colleagues and advisers in the framework of the relevant statutes and regulations
  • The head of the center, as well as corporate affiliates, can sign contracts, binding documents, financial and administrative documents, and correspondence, to open bank accounts in accordance with the Universitys regulations and regulations.
  • The execution of contracts and financial and administrative documents in accordance with the terms and conditions approved
  • Adjustment and proposal of the annual and detailed budget of the Center from the place of special and other financial resources and its proposal to the head of the university
  • Setting and proposing an annual and five year program for the center and proposing it to the head of the university
  • Submit a report on the annual performance of the center to the university head
  • Proposal for the establishment or dissolution of research groups to the Research Council of the Center

Note: The head of the center can delegate part of his duties and responsibilities with the responsibility and with the approval of the head of the university to his colleagues and advisors.

Research Center consists of:

  • Head of the Center (Chairman of the Council)
  • Assistant of the Center (Secretary of the Council)
  • Research Projects Manager
  • Two to five faculty members

The composition of the council is two persons appointed by the head of the university and two representatives of the Ministry of Roads and Transportation of and Head of the Center
Note (2) - At least two of the members referred to in paragraph (4) should be selected from outside the center by scholars and experts with the introduction of the head of the center.
Note (3) - The members referred to in paragraphs (2) and (4) shall be appointed by the President of the University.
Note (4) - Research Council members are elected for a period of four years, and their reelection is permitted.
Note (5) - The deputy head of the research department will be headed and can be in the research groups of several project managers.
Note (6) - The terms of the project managers are issued in section (3) by the head of the center.

Duties of Research Council:

  • Of approval of plans and research programs
  • Quality monitoring and implementation of research projects
  • To monitor publishing books and research publications
  • To review the needs of equipment, publishing and research
  • Determine the centers policy for scientific communication with other educational-research centers, in the countrys terms and conditions
  • Evaluation of research activity results
  • Of examination and approval of short and long term scientific trips
  • Drafting the Councils internal bylaws and approving it
  • Of codification of policies and programs of research group in compliance with relevant assesss regulations
  • To approve guidelines and research instructions for research groups with respect to the relevant terms
  • Review and approval of research projects according to the approved program and if necessary revision and image changes
  • To appoint an arbitrator with the jury of research projects completed
  • Evaluation of research activity results
  • Proposed establishment and dissolution of research groups to the head of the center to submit to the Permanent Commission of the Board of Trustees for approval
  • Planning to create and deepen a scientific relationship with other institutions and research centers in the country on terms and conditions
  • Review and approval of specialized workshop, conference and scientific visits in dowabto of university regulations
  • Reviewing and proposing the needs of equipment, publishing, information and scientific centers
  • Approving bylaws authoring and translating books and articles and how to publish the research activities of the center
  • Perform other matters in the framework of the rules and regulations by the Board of Trustees to the Council.

Article 6

The Center for Financial Regulations is subject to a procedure that will be written later.
The center in terms of financial regulations, under the law for the financial and trading of universities and institutions of higher education and research, approved 18/10/1369 of the Islamic Consultative Assembly, the financial and trade regulations of universities and higher education institutions, approved 15/12/1391 of the Ministry of Science, Research and Technology and other relevant regulations.

Article 7

The center is operated in its own form, and all payments to human resources, including the researcher, management fees and administrative affairs are provided from the centers dedicated revenues.

The faculty members are subject to employment regulations and how to choose and select (Scientific and public) function and regulations of the Ministry of Science, Research and technology.

Article 8

The center does not have an employment post and a full-time member and provides the faculty and its required researchers from among the faculty members of the University or other institutions of higher education.

Article 9

Space, facilities and equipment should be in accordance with the regulations of the Ministry of Science, Research and technology that must be funded from the place of credit and revenues of the center.

Article 10

The center is a function of all laws, regulations, rules and regulations approved by the Supreme Council of the Cultural Revolution and the Ministry of Science, Research and technology and other laws and regulations of the country.

Article 11-Financial resources

Proceeds from the implementation of research projects, providing consulting services, holding workshops, conferences and supplying scientific products (books, magazines, etc.)
Assistance from ministries and related devices
Gifts and donations from natural and legal persons
General budget credits (other than the universitys general budget)
From the place of research projects required by Ministry of Roads and Urban development and organizations and affiliated companies and in case of additional capacity, contract with other devices.
From the place of providing specialized services and consulting to the Ministry of Road and Transportation and if there is additional capacity with other devices.
From the place of receiving donations and gifts.

Article 12

The financial year of the Center is starting one year from March 1st of March, and ends in March of the same year. The first fiscal year of the center starts from the date of the start of the center and ends March the same year.

Article 13 - Dissolution

The center will be dissolved in the following cases after the adoption of the Higher Educational Expansion Council.
To propose university chancellor and University Council approval
To propose Research Council and confirm the Board of Trustees.
In case of violation of the provisions of the Statute, the assesses legislation of the Ministry of Science, Research and technology and other laws in the country recognize the Ministry of Science, Research and technology.

Article 14

In case of the initial approval of the Council for the expansion of higher education with dissolution of the combined Treatment Board, the legal representative of the University and the head of the center shall abide by the legal provisions of purification.

Article 15

The center is required under the supervision of a filtration board: to perform all its obligations against ministries, Government institutions, NGOs, banks, municipalities, other legal persons (including members of the Faculty of staff) or the university with the right to volition the obligations of the center.

Article 16

After acquired fulfillment of obligations in article 19 and solve research and legal affairs and final approval of center dissolution by permanent board of trustees, general payment, declaration of filtration termination, the remaining assets of the center transfer to university.
Note (7)-the treatment board is obliged to submit a copy of the Board of Directors and a copy of the university to the Ministry of Road and Urban development in the case of the case.

Article 17

The cases that have not been predicted in these statutes are governed by the terms and conditions of the Ministry of Science, Research and technology and other relevant laws.

Article 18

Any change in the provisions of this statute is possible with the proposal of the Chancellor of the university and the approval of the Council of Higher Education.
Any change in the provisions of this Statute with the proposal of the Research Council (Board of Trustees) of the Center, the Ministry of Road and Transportation and Tarbiat Modarres University and the adoption of the Council of higher education is possible.

Article 19

The statute includes 19 articles and 7 notes on............ The Board of Trustees and the approval of the date of ratification in the Council of Higher Education is applicable
